Old Diaper Genie has no cutter on on top, how do I use this model...it's old. Am I doing something wrong..?

I bought an old used diaper genie and have been trying to find a manual on how to use it. There is NO cutter on on top and when I try to twist the device on top it just cuts the bag. Anyone know anything about this?
