My friend was laid off at work last week from a relatively small company. They told him "work is slow".?

He was surprised by the lay-off because just a month ago he received an excellent review and a raise. Today he learned that they hired an 18 year old with no experience the day after he was laid off at the same rate of pay he was making. Is there anything improper legally/ethically with this situation?
